Why it Stinks: We're not sure the Yarber does have a plan. For one, he made the announcement during a regularly scheduled media briefing and, apparently, didn't give the city council a heads up before his press conference. It all sounds more like political grandstanding than anything. And if this is the mayor's idea of planning, we are afraid—very afraid.
